管理职能是管理系统所具有的职责和功能。最早把管理职能上升为普遍规律的是法国管理学家法约尔。他在1916年所写的 《一般管理与工业管理》一书中，提出管理就是实行计划、组织、指挥、控制和协调，并作了下述分析： 计划就是探索未来，制定行动计划，必须具有统一性、持续性、灵活性、精确性的特征，组织就是建立企业的物质组织和社会组织，使其同企业的目标、资源和需要相适合; 指挥就是使每个人都履行其所负的职责，做出最好的贡献，从而使整个社会组织发挥出应有的作用; 协调就是统一和调和企业各部门以及各个职工的活动，使所有工作都能和谐地进行; 控制就是核实计划落实情况，以便发现缺点、采取措施、加以纠正，以使实际活动与计划活动保持一致。1937年，美国管理学家古利克在上述五项职能的基础上，提出了包括计划、组织、人事、指挥、协调、报告、预算在内的管理七项职能理论。

Real friends encourage one another and forgive one another where there has been an offense. Genuine friendship supports during times of struggle. Friends are dependable.
