开放经济在经济学意义上指一国与国外有着经济往来，本国经济与外国经济之间存在着密切的关系的形态。开放经济有三个层次：（1)产品市场开放，即存在产品贸易的进出口；(2)资本市场开放，即允许资本可以自由流动；(3)要素市场开放，特别是劳动力要素可以自由流动。要素市场开放的国家比较少，特别是发达国家，这一市场是被禁止的，以保护本国国民的就业。

乘数是宏观经济学的一个术语，指每单位外生变量（如政府支出或银行储备）的变化所带来的引致变量的变动情况（如GDP或货币供应）。乘数是简单的收入—支出模型中的一个基本特征。财政乘数是政府支出乘数、税收乘数和平衡预算乘数三个乘数的统称，乘数就是GDP的变动量与引起这种变动的最初注入量之间的比率。GDP增加或减少的规模取决于乘数的大小，而乘数的大小，是由边际消费倾向所决定的，或者说是边际储蓄倾向的导数。式中的m 代表货币乘数，△M，代表基础货币的改变量，△M 代表货币供给量的改变量。
